"Now, if the PA and the guitar amp are both properly grounded and both plugged into the end of the same piece of Safety Ground wire, then you're fine - there may be 60V on the chassis of the amp and the PA, but as long as they're the same, current won't flow from one to the other. If you were standing barefoot on a wet concrete floor, it would be another story because you'd be connecting yourself to the the Planet Earth, which is down at the other end of the Safety Ground Wire.
But suppose the PA is plugged into a different outlet on a different circuit with a different amount of voltage sitting on its safety ground wire. You might have 60V on the PA's chassis and only 10V on the amp's chassis, or vice versa. You just never know. That's what causes the "shock me" scenario in equipment that is "properly grounded."
